Description

The Center for NYC Neighborhoods is seeking a vendor to provide “Homeowner Canvassing Services for the Residential Technical Assistance Pilot Program (RTAPP),” which will involve conducting community outreach via canvassing/door-knocking to engage participants in the Home Resiliency Audit Program. The services will be implemented in two (2) phases: Phase 1—Pilot Canvassing; and, if successful, Phase 2—Expanded Services. The procurement of this service is required for the implementation of the Residential Technical Assistance Pilot Program.

Essential Functions

Services provided by the successful respondent should include the following: Phase 1 Pilot Canvassing Services: Provide the necessary personnel to complete door-to-door canvassing as a means to enroll homeowners for a FloodHelpNY Home Resiliency Audit in the New York Rising Community of Gravesend and Bensonhurst in Brooklyn, New York. The selected respondent will be expected to enroll at least eighty (80) homeowners from a pool of 750 potentially eligible residents. Phase 1, Expanded Services, will require the selected vendor to provide the following services and include the following service-related requirements: *Only a completed pre-application submitted through the FloodHelpNY as a result of vendor’s canvassing efforts will be considered a successful enrollment. *Canvassers will collect additional survey question responses for all homeowners, regardless of whether they enroll for a FloodHelpNY Home Resiliency Audit and will distribute homeownership materials provided by the Center. *Canvassing will be conducted by staff experienced in door to door outreach in English, Chinese Cantonese, or other languages, and will follow a script to be provided by the Center. Canvassing must be conducted during hours when homeowners are mostly likely to be at home, with an emphasis on conducting services on weekends and evenings. The Center anticipates the potential for up to three (3) visits to the residence. *Participate in weekly phone calls with the Center to discuss project progress, trends, and challenges. *Maintain and provide to the Center a log sheet of addresses visited and homeowners spoken in a format to be determined by the Center. *Provide evidence of work completed, including log sheets and other information to be reasonably requested by the Center. Phase 2, Expanded Services: Provide additional personnel to complete door-to-door canvassing as a means to enroll homeowners for a FloodHelpNY Home Resiliency Audit in the New York Rising Communities: Canarsie, Gerritsen Beach, Gravesend/Bensonhurst, Howard Beach, Rockaway East, Southeast Brooklyn Waterfront, Southern Brooklyn Peninsula. The selected respondent will be expected to enroll at least 1000 homeowners from a pool of up to 30,000. Phase 2, Expanded Services, will require the selected vendor to provide the following services and include the following service-related requirements: *Only a completed pre-application submitted through the FloodHelpNY as a result of vendor’s canvassing efforts will be considered a successful enrollment. *Canvassers will collect additional survey question responses for all homeowners, regardless of whether they enroll for a FloodHelpNY Home Resiliency Audit and will distribute homeownership materials provided by the Center. *Canvassing will be conducted by staff experienced in door to door outreach in English, Chinese Cantonese, or other languages, and will follow a script to be provided by the Center. Qualifications

You must be self-motivated and driven. Must be professional with excellent communication and follow-up skills. Strong organizational abilities and computer skills essential. Previous outreach experience (one to two years) with knowledge of the targeted communities preferred. You must completed our Full Request for Proposal Process to be considered.
